Call of Brine is a better perk than I previously thought. When I first read the description, I thought it had a cooldown of 60 seconds that, during that time, applied regression and the notifications to a single gen. After a bit of testing I found out every gen you kick has its own individual 60 second timer with no cooldown on the perk use. Overcharge (modifier) and Surge (modifier) don't stack together. It's pretty simple. I get that the two "surge" buffs are identically named so it's annoying when talking about it, but it's not all that confusing when you look at it in game since one is a modifier applied to an activity and the other is an armor mod.
